As head of AI pools at Sisvel, Willy Chang leads the formation of AI pools with a particular focus on the hardware space. He has significant semiconductor industry experience, in particular with regard to how IP is implemented and used in this burgeoning space. Before Sisvel, Mr Chang was vice president of global strategy and growth at Via Licensing Alliance, where he gained widespread recognition for his AI infrastructure expertise. He also built a reputation for developing licensing programmes in the memory space, well before the current memory supercycle. Before joining Via, Mr Chang was a senior director, legal counsel at Qualcomm, where he worked on the outbound licensing of cellular essential SEPs. Previously, he had been senior counsel at Taiwan Semiconductor Manufacturing Co Ltd, where he focused on international patent litigation and inbound patent licensing. His experience as both a licensor and licensee in the semiconductor industry provided him the insight to make the push to licensing AI infrastructure. In addition, Mr Chang has experience as an attorney at Fish & Richardson, where he focused on patent litigation and prosecution, and as an attorney at Baker & Hostetler, where he focused on copyrights, trademarks, and patents. Mr Chang earned his bachelor’s degree in computer science and history at New York University, where he graduated Summa Cum Laude with Phi Beta Kappa and Phi Alpha Theta honours. He earned his juris doctor from the University of Michigan – Ann Arbor, where he was managing editor of the Michigan Telecommunications and Technology Law Review. He is a registered patent attorney and is licensed to practice law in New York, California and at various federal courts in the United States.
