The practical skills needed to make such decisions cannot be acquired only through the study of law, but junior employees can learn them from senior employees. This system has been in place since JIPA's establishment in 1938.

JIPA offers a unique personnel training system whereby the senior employees of one company coach the junior employees of other companies through training and committee activities. Through their business activities, companies make decisions concerning IP based on business trends and other information. The practical skills needed to make such decisions cannot be acquired only through the study of law, but junior employees can learn them from senior employees. This system has been in place since JIPA's establishment in 1938.
